How to fix peeling wallpaper in living room without scuffs?

so there's this wall in my living room, i thought it was cute wallpaper but last week it started peeling. corners stuck to the plaster, there's this white film that looks like the glue used in paint or whatever. i tried peeling gently but it just drops layers of paint with it. i’m worried it’ll leave a mess or ruin the color.

what’s the best way to remove it cleanly? do people use dish soap + warm water, or is there a special wallpaper remover? i hate scuff marks from brushes; the floor is hardwood so i need a low impact approach.

budget? i want to keep this under $50 if possible. also, i’d like to patch it back together; is there a decent adhesive that keeps the pattern intact? any brand or trick i’ve missed? help!!

edit: i tried rubbing alcohol on a cotton ball, got no effect, so i’m stuck. 4/10 stress, want to fix quickly.
