War Powers Resolution 1973 vs Article II Executive Authority 2024: Which Holds Constitutional Priority?

So I've been digging into modern war-fighting frameworks and need some realpolitik thoughts. Do you think Congress actually has enforceable leverage if the Executive invokes inherent Article II powers to bypass the War Powers Resolution's 60/90-day clauses anymore? Realistically, has the JAG Corps already rendered the 1973 framework ineffective post-2003? Or is this still a legally sufficient check in 2024? Let's hash it out in the replies.
