Why do my Payne's Gray mixes always seem to lean blue in oil painting?

I've been struggling with this issue lately and I feel like I'm not the only one. I'm using a mix of Payne's Gray (PG) and a warm earth tone, usually Burnt Sienna (BS), to try and get a rich, cool gray. However, every time I mix it, it ends up looking blue-ish on my canvas. I've tried adjusting the ratio of PG to BS, but it still seems to lean blue. I'm using Gamblin's Gamsol oil paints and I'm wondering if anyone else has had this problem. Is it something to do with the pigments themselves or is there a technique I'm missing?
