Why does the new US sanctions on Chinese tea plantations affect the market under the CTC-22 protocol

fr why did the us just drop the ctc-22 sanctions on chinese tea farms?? i swear the only thing we’re cutting off is caffeine...

on paper i know ctc-22 is a trade pacts/waiver combo, but the way it’s written gives the chinese army the green light to use green tea in their "infusion weapon" project ???
